Burst/leaking pipe beneath floors in terrace house: find cause, then fix

We have a burst or seriously leaking pipe beneath our house.
We learned of the leak last night, when our next door neighbour returned from holidays to find his garden flooded. After turning off his water and our water at the mains it was clear that his flood is coming from a burst or leaking pipe at our house.
The problem is confirmed by a water meter reading, which shows we have used around 500 megalitres of water in the last few weeks!!!
Beyond that, we have no idea of where the leak is coming from. Also, our house is a 2-storey terrace, so there is no direct access to the plumbing. We therefore need a plumber who is smart and has good diagnostic tools, so we can identify the cause correctly.
We have now turned off the water at the mains to stop the further leaking, but need to have it fixed as soon as possible.
We are looking for a plumber who can:
* identify / analyse the cause of the problem,
* repair the problems.
