Clear underground pipe taking roof runoff to street gutter

My downpipes (two) from roof overflow when it rains, I have identified that there is a blockage between the bottom og the downpipe and the street gutter exit point.
This problem was exacerbated after i had my roof repainted (which involved high pressure removal of dirt etc on roof which is now part of the blockage).
The house is lowset. House etc about 15yr old. They are poly pipes. Access to the pipes is easy. I have done some work at clearing the blockage but this is too slow a process for me, and using a small auger was inadequate from one end and too short from the other.
For someone with the tools its an easy job..
I am home today. I have indicated urgent - but what I mean is asap. If not today then I would need to co-ordinate time off work.
