Drainage in backyard needed urgently

I have a major problem with drainage in my backyard. A lot of the water flows in from the railway behind me but Metro are not willing to do anything as the construction of units next door to me have dumped soil etc out the back which has blocked off their drainage so the water floods into my yard. I also have a pergola which needs a downpipe as previous owners have made the pipe run into a water tank which I have had to put an overflow hose into so that doesn't flood too.
