Fix toilet: cistern not filling and replace flush mechanism

Older style toilet built into vanity with a dial flush mechanism. As toilet wasn't being used and water was running, water to toilet was turned off at the wall. Now when turning on water it isn't filling and the old flush mechanism is broken - but I believe I can get a replacement at reece. Job is to fix the issue of water filling the cistern and install new flush mechanism
