Hot wter taps are delayed, water takes some time to start running

There are 2 showers in the apartment. the hot water in one shower works fine, as does the hot water in the kitchen. when the hot water tap is turned on in the other shower no water comes out for an extended period of time. once water does start to flow it is fine. occassionally the hot water tap in the basin in the same bathroom does the same thing.
in summary - no issue with the hot water unit, no blockage in the pipe but something prevents the water arriving as quickly as it should.
