Our's is an old weather board house (3BR) on a sub divided corner block. During heay raining water overflow the gutters and end up under the house. Our house is in a slopy terrain so it is also possible that water from other gardens in the block may be seeping through under the house.
I believe the fix involves digging a trench along the side of the house to enable excess water to run out into the street.
