Outdoor sewerage pipes need clearing or replaced

Landlord has asked me to provide some quotes , upon draining kitchen sink the basin outdoors is overflowing but draining gradually. The pipes are under concrete and the wastewater is leeching up between the concrete paving and the wall of the house . We are not sure if clearing the pipes with a snake will be sufficient to remove what may just be a partial blockage or if there is damage to the pipes that needs attending. The landlord requires qoutes to budget for repair in the next couple of weeks and so i can go ahead and book the job.
