Rep/replace mixer in shower, water very hot but not coming out of the mixer hot

Need to look at mixer in shower - even though water is very hot, when you turn the mixer on it doesn't come out of shower hot like it should. water is very hot in the basin. i think the mixer may need replacing?? would like someone to look at it and let me know what the problem is. this is work in a tenanted property - so would appreciate advice asap. gas hot water heater is working fine and is up high. water in basin is very hot too.
