Royal doulton toilet cystern will not shut off even after new seals fitted

The cystern refills after flushing but does not turn off totally causing it to keep running into the bowl. to prevent water wastage i turn the tap off at the wall. new seals have been replaced & the ball has been adjusted but to no avail. are the parts available to replace the mechanism inside the cystern to save replacing the whole unit.
