Tin work to seal leaking container

We require a container to be waterproofed. It has several holes in its roof and is leaking. There are two containers on top of one another and the bottom one is the one that leaks. Best solution would be to rivet and silicone flashing from the top container to the bottom container to create a seal between the two.
Container is located outdoors on site and has easy access.
