Unblock Sewerage Pipes (tied to toilet)

  Near the back of the house, there is a grate access to the sewerage pipe that has caused some overflow issues with the flushing of the toilets and various other water related areas. The overflow caused the toilet to regurgitate sewerage into the toilet, bathroom and laundry. As such, after the mess was removed and the sewerage access point was unblocked by a Yarra Valley Water service guy, we thought it was resolved.... but apparently the problem was only resolved partially.

There is a built-up of sewerage pouring out of the sewerage access point which has since been replaced with a plastic cover.

Hence, I assume that there is still a blockage some where internally.

To make things worse, the sewerage access point is shared with the neighbors behind us who of which were responsible for extending the sewerage pipes and so on. As a secondary task, I need to ascertain as to how the sewerage pipes have been extended and whether or not it was done professionally or just done in a manner to create shortcuts?

We are presently the property owners of a mid to late 1960s dwelling since 2009 of whom were owned by the people behind us who have built a new dwelling.
