We are not getting hot water from our shower system, only tepid water

We have two hot water tanks outside the flat, with a heatguard.
we have 3 sink taps (kitchen, bathroom and ensuite), 1 bathtub tap, two showers (bathroom and ensuite).
The ensuite shower only gives tepid water but gives very hot water for a while when we turn the ensuite tap or the bathroom tap full flow on hot.
in the three sink taps we only get hot water if full-flow.
in the bathroom shower, we get hot water if we do not mix it with cold water.
in the bathtub, we get very hot water as we generally turn it full flow to fill the bath. this is the extent of the testing we've done.
so we have no idea what's going on? can you help?
