We need to get rid if water that pools underneath our house

We live in a house on approx 50cm foundations that is on a flat block of land with no drainage. Water pools under the house (about 10cm deep) especially worse after rain, and then has no where to drain so stays wet for ages afterwards.
Mold is an issue during winter.
Im not sure if the water is coming from the guttering/drains off the roof or just from the ground... There is a lot if water!
I think we need drains put in under the house that leads out to the storm water drain, but am unsure how to do this.
