Bathroom Floor has water sitting between waterproofing & floor tiles

Our bathroom is 1.8m X 2.8m and has a tiled floor & shower base.
The floor tiles are all coming loose and water is sitting between the waterproof membrane and under the tiles.
tiles are 600mm X 300mm.
we would like to use the ones that are already there if possible.
we are not sure whether the whole floor would need to be ripped up or just affected area?
there could be the option for us to remove them, depending on price? they seems like they'll come up quite easily.
We need someone to tell us how they can fix this and to fix it.
