Shower floor needs waterproofing, is causing water damage to ceiling below

the ceiling directly below the upstairs shower has become mouldy and soft and now a small bit of the ceiling has fallen away as well, although no water has come through. the shower floor itself looks fine and there are no signs that there are any problems.
