This did appear to be the case and the problem was rectified for over 24 hours. However, the tenants have contacted me again today to inform me that problems have arisen again which occurs at periods of time where no water, or just a trickle of water, is coming through the tap, as well as noise being heard through the pipes, and am unsure as to whether the unit has been further tampered with by the tenants.

Plain concrete. Dimensions are 11m at 3m wide plus 7m at 6m wide. The kerbing at the roadside will need to be reshaped. Off the 7x6m section I also want a 1.5x1.5m pad that joins the driveway to the base of the steps. 2) A concrete pad in front of our shed door that will measure 1.2mx0.9m.
